Driver initialized with instrumented PWM backend and periodic dispatch loop.

Procedure
---------

1) Inject LED command sequence. 2) Dispatch driver cycles. 3) Measure command to update latency and periodic refresh cadence.

Expected Result
---------------

Driver applies updates within expected local timing window and preserves command ordering across consecutive cycles.
