Control context is initialized with explicit threshold and hysteresis configuration and protection inactive

Procedure
---------

1) Inject snapshot sequence around ON and OFF thresholds. 2) Dispatch control each cycle. 3) Record command transitions and status outputs.

Expected Result
---------------

Control output changes only at threshold boundaries and remains stable inside hysteresis band
