Preconditions
-------------

Control demand generation and safety override logic are active with fan command interface connected.

Procedure
---------

Generate normal control demand then trigger protective conditions while logging fan command exchanges and final command arbitration decisions across the relation.

Expected Result
---------------

Fan command contract fields are exchanged consistently and protective override policy wins when required without ambiguous command state.
