Preconditions

Timer service and dispatcher are active with timing instrumentation enabled.

Procedure
---------

Execute extended runtime operation while recording dispatch periods queue handling and handler completion timing for each cycle.

Expected Result
---------------

Dispatch remains periodic and bounded with no starvation of critical active object handlers.
