Preconditions

Safety manager and protection state logic are active and can receive hazard triggers.

Procedure
---------

Inject hazard conditions that require protection observe safety override decisions and track command output and protection state during entry hold and exit.

Expected Result
---------------

Safety override enforces protective command policy and diagnostics report correct protection state transitions.
