If fan command is ON and valid RPM is not detected for longer than configured timeout then the firmware shall raise fan failure fault within 1 second after timeout expiry.

Acceptance Criteria
-------------------

Using timeout equal to 5 seconds fan failure fault is raised between 5 and 6 seconds in all tests.
